Aaaaand it's the intro to Colin Scarbright! Kid technological genius and side-kick to the soon-to-be Sir Twilight. As you can see here, the scene takes place in the slums where Darrin so cluelessly has gotten himself lost and so he uses his walkie-talkie headset to ask Colin for directions. Also, just for fun, you can see that in the first panel, the switch is labeled "Main Screen Turn On." You can't see it, but the other two switches are "Take Off Every Zig," and "Move Zig."

Post-script: For those of you who don't know, Colin has the powers over Wind and Light in the Panaceite world (He has no powers in this crack-verse though. D Thus the cloud and light bulb on his shirt.
